Overpopulation is worsening in the Chinese capital as migrants from all over the country move in with dreams of success.
A report released by Beijing Statistical Information found that approximately 370 million new arrivals live between the city’s Third and Sixth Ring Roads, that is nearly 43 percent of the total. The migrant population is largely responsible for Beijing becoming one of China’s three most crowded cities, it said.
The boom has worsened the unfortunate choice to concentrate resources in Beijing’s central areas, a decision made during the days when China operated as a planned economy.
Beijing’s Various Situations
Beijing’s considerable education resources are a major factor that attracts migrants. Beijing has 89 universities, 26 percent of which are nationally ranked schools that draw students from across the country.
Dr. Ren Jiantao, former president of School of Government at Sun Yat-Sen University in Guangzhou, left his job and came to Beijing to boost his reputation and attract the attention of central government officials. “Schools in Shanghai also courted me to get me in charge their departments, but I insisted on Beijing,” Ren said.
For students, higher education also offers a path to Beijing residency. Each year, government agencies and companies are given head counts for how many hukou they can grant. People who come to Beijing for their studies have the opportunity to apply after graduation.
“I came from a small town in China to study computer science,” said a graduate student who would not be named. “It’s hard to find a job in my hometown where Internet use remains relatively low.”
Government agencies and certain companies have the power to grant any Chinese citizen a Beijing hukou through a process that can be both expensive and lengthy, and that power is why thousands of people choose to enter Beijing each year.
Civil servants who are married often bring their families to the capital, rapidly boosting the city’s head count.
But not everyone who comes to Beijing with plans to stay will have a chance to obtain a hukou. The economic migrants form the lowest rung of society, and for many Beijing is just a leap of faith.
A recent story on Sohu News told about a man who also would not be named from Henan province, although he had no formal education, came to Beijing to start a grocery store by Yongfengtun. The business brought him 200,000 yuan per year in profits, and 30,000 yuan per month during the yearly peak. He has since put his sister in charge of the business. “The life in Beijing is such as heaven”, he said to the Sohu News.
The Situation Abroad
The United Nations has repeatedly addressed overpopulation since the world population passed the 7-billion milestone in 2011.
In India, a total failure of the economic system drove peasants out of the villages and into India’s cities. While they were seeking a better life, their lack of skills and dependence on resources exacerbated many urban problems and dragged down the quality of life for everyone.
According to American FOX magazine in 2009, the top ranked city of human population density in the world is Mumbai, India. It has nearly 29,650 people per square kilometers squeezes in a 484 square kilometers’ city area, with a total 1,435 million population. Beijing is 12th in the rank, No.3 position in mainland China. Compared with Mumbai, it has 11,500 people per square kilometers, the total population is 860 million people after Guangzhou and Shanghai.
Ideals Clash with Reality
Biology explains the overpopulation occurring in the developing world quite simply. Human overpopulation occurs when the number of people in a group exceeds the carrying capacity of the cities.
In the 1990s, Beijing hoped to hold its population within 10 million. That was shattered when the 2000 census found the population already surpassed 13 million. During the last 10 years, some 1,296 individuals have come to Beijing every day.
But on the bright side, in the 14th People’s General Meeting’s fourth discussion, there are less 17.9 million individuals have come to Beijing to stay in total number, which reflects in 0.8% compared with 2014.
In 2020, the government would like to control the total population number in Beijing as 2,300 million people.
